One of the biggest mistakes the United States ever made was universal suffrage.

First of all you ought to be alive.
Secondly you should be a citizen
Next you should be registered
You should provide an ID
And you can only vote ONCE.

Those are the basics.

A voter should have some kind of skin in the game. They should be legitimate taxpayers.
