My guess is that he was wandering around with his head up his ass looking at his smart phone and passed closely to a parked pickup and barked his shin on one.
Now he wants to pass a law about trailer hitches.
Why?
My guess is that someone saw it and did exactly what he was supposed to. He laughed like hell, Ha! Ha! He barked his shin on a trailer hitch!
If he was stupid enough to be walking around with his head up his ass he deserves what he got. It's his problem. Not ours.
Now he wants to make his problem everyone else's.
