An idiot law.

The law requiring snow to be removed is a product of two separate groups of idiots.

The first group of idiots are the idiots that don't sweep the snow off their vehicle before they start driving. Chunks of snow fall off onto cars behind them and cause accidents.

The other group of idiots are the people that don't pay attention and follow the first group too closely.

I do put the bulk of the guilt on the first group, though because a lot of them are so lazy and stupid they just clear a small hole to see through in the windshield and off they go.

Anyway the end result of this is that as usual when they enact the resultant law they boilerplate it with something like "all snow must be removed" which means every single snowflake. 

Fortunately most cops enforce the law with some discretion or we'd ALL be in trouble.
