Who tried it?

The Pilgrims. 

They had a system of everyone putting 10% of their harvest into common storage for those that had unsuccessful harvests.

They starved.

In desperation the Pilgrim fathers gave every Pilgrim family a plot of land and told them they were on their own.

They flourished.
