What would likely happen if they did implement talented and gifted programs.

Money would be earmarked for the program and about half would be siphoned off and run through various NGOs and wind up in the hands of the usual gang of crooks.

The whole program would become politicized and be full of regulation that it would do not one bit of good for the people it was intended to help.

Just like almost everything else government does.
