Businesses stay where they can make money.

That's pretty much it in a nutshell.

I just got to watch a video of the MA 7th district's politician pissing and moaning about the 4th drug store (IIRC it was a Walgreen's) closing and leaving her district. She blamed corporate America as to be expected. 

Well guess what, Sweetie?

Stores only stay where they are so long as they are making money. 

Surpries1 Surprise! Surprise!  

My best guess is they closed because of shoplifting and vandalism coupled with the DA not enforcing the law. A big part of where I place the blame is on local government for not enforcing the law.

When you see people starting airport brawls and tearing up stores you begin to wonder what the solution is.

There IS a solution. Either the state handles it or the shopkeepers settle it...or the store goes broke and closes. The solution to keeping the stores open is either the system does its job or the stores hire a bouncer and raise prices to cover his wages.

Of course the system won't permit bouncers so there is no real solution so stores will close. The locals will moan, wail and gnash their teeth but they have only themselves to blame for tolerating poor behavior.

As for brawls in airports and other places of public accomodation go they should be broken up with tazers and clubs to serve as an example to others. To the participents it would serve as a reminder that you are expected to behave one's self in public.

As for brawling on a cruise ship, unfortunately you can't throw the brawlers over the side but you can lock them up in the ship's brig and feed them bread and water for the rest of the cruise. Don't just drop them off in a port somewhere, make them spend the rest of the cruise on bread and water and when the ship returns to port have them turned over to the LEOs.

I figure the LE system will probably let them slide with a small fine so brig time aboard ship will serve as an example to others to behave themselves.
